Investigation Officer: Safety Information - Public Service Commission

The Public Service Commission is inviting applications to fill the following vacant posts in the Ministry of Transport and Infrastructural Development: Air Accident and Incidents Investigation Department.


Investigation Officer, Safety Information reports to the Deputy Chief Investigator of Accidents and Incident Safety Information. The incumbent will contribute to the adjustment of relevant aviation laws, regulations and policies in line with the Ministry’s mandate, Strategic plan and national development imperatives.


JOB TITLE: INVESTIGATION OFFICER – SAFETY INFORMATION

GRADE: D3/D5/E2 –E4

REPORTS TO: DEPUTY CHIEF INVESTIGATOR, ACCIDENTS AND INCIDENT SAFETY INFORMATION

DEPARTMENT: AIR ACCIDENTS AND INCIDENTS INVESTIGATION.

MINISTRY: TRANSPORT AND INFRASTRUCTURAL DEVELOPMENT.

STATION: HEAD OFFICE


DUTIES AND RESPONSIBILITIES



  • Contribute to the adjustment of relevant aviation laws, regulations and policies in line with the Ministry’s mandate, Strategic plan and national development imperatives.

  • Participate in the development, and review of the reporting system for aviation accidents and incidents.

  • Contribute to the evaluation of mandatory incident reporting systems to facilitate collection of information on actual or potential safety deficiencies.

  • Analyse implementation of voluntary incident reporting systems to facilitate collection of information on actual or potential safety deficiencies that may not be captured by the mandatory incident reporting system.

  • Examine safety related information on actual or potential safety deficiencies obtained, including that from the incident reporting systems.

  • Provide for the implementation of preventive actions required to address actual or potential safety

    deficiencies.

  • Make recommendations on continuous review of International Civil Aviation Organization Continuous Monitoring Approach Online framework regarding Zimbabwe Aviation legislation and policies for Aircraft Accident and Incident Investigations regarding ICAO Convention on International Civil Aviation, Standards and Recommended Practices compliance status and proposing applicable safety mechanisms.

  • Evaluate implementation of investigation procedures and checklists.

  • Contribute to the management of an incident/accidents investigation and reporting database to facilitate the maintenance of relevant records and the production of regular reports.


QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES



  • A degree in Aviation Operations/ Management or equivalent and at least three Aircraft Accident Investigation Specialised courses

  • At least three (3) years relevant experience in the aviation industry

  • Aircraft Maintenance Engineers license, Category A and C or X with at least two type ratings for larger air carrier aircraft or two type ratings on General Aviation Aircraft.

  • Knowledge of aviation engineering theory and practice as evidenced by advanced or extensive aviation engineering experience.

  • Knowledge of maintenance and inspection standards, practices and procedures applicable to aircraft turbine power plants and related systems used in the transport category aircraft.

  • Knowledge of the commercial airline industry as evidenced by certification and work experience as a commercial or airline Transport Pilot, Flight Engineer and or Airframe and Power plant Mechanic.

  • Ability to conduct accident /incident investigations or failure analysis of turbine aircraft Engines and related aircraft systems.

  • Ability to communicate with a broad spectrum of stakeholders

  • Ability to employ information communication technology in the development of aviation accidents and incidents investigations reports.
