Monitoring Evaluation Accountability and Learning Officer

Family AIDS Caring Trust Zimbabwe (FACT) is a Christian-based organization that has been at the forefront of Zimbabwe's HIV response since its establishment in 1987. FACT Zimbabwe has implemented various projects directly and through partnerships, focusing on four strategic pillars: Safeguarding and Sustainable Livelihoods (SSL), Health and Well-being (HW), Strategic Information and Research (SIR), and Organizational Efficiency and Effectiveness (OEE).

Currently, FACT is implementing two USAID-funded projects: the Sustaining Prevention and Increased Access to Care and Empowerment for Orphans and Vulnerable Children (SPACE for OVC) and the DREAMS Support Maintain Advocate and Reduce Risk and Transform (DREAMS SMART). The SPACE for OVC project targets orphaned and vulnerable children and their families, while the DREAMS SMART project aims to empower adolescent girls and young women (AGYW).

We are seeking a Monitoring Evaluation Accountability and Learning Officer to join our team. The Monitoring Evaluation Accountability and Learning Officer will be responsible for ensuring that our programs are effectively monitored, evaluated, and improved based on data and feedback from stakeholders.

The general purpose of the job:


  • The Monitoring, Evaluation, Accountability and Learning Officer (MEAL) is responsible for Coordinating the MEAL activities at the district level.

  • The Officer will support the MEAL Specialist in the management of the Performance Monitoring Plan (PMP), data collection and research activities.


Duties and Responsibilities:

  • Develop and implement monitoring and evaluation plans for our programs.

  • Collect and analyze data on program performance and outcomes.

  • Develop and maintain databases and tracking systems to monitor the progress of our programs.

  • Conduct regular site visits to monitor program implementation and provide technical assistance to staff.

  • Develop and implement feedback mechanisms to solicit input from stakeholders on program performance and areas for improvement.

  • Collaborate with program staff to develop improvement plans based on monitoring and evaluation findings.

  • Develop and implement accountability and learning systems to ensure that our programs are responsive to the needs of our beneficiaries.

  • Prepare and provide regular reports on program performance to senior management and donors.

  • Keep up-to-date with changes in monitoring and evaluation best practices and standards.


KEY RESULTS AREAS

  • Coordinating the OVC & DREAMS District monitoring, evaluation and reporting activities

  • Supporting MEAL in the management of the Performance Monitoring Plan (PMP) and all data collection activities at the district level

  • Data quality management to meet 5 dimensions of quality (validity, reliability, timeliness, precision and accuracy).

  • Database Management (DHIS2)

  • Support Research activities


QUALIFICATIONS AND EXPERIENCE

  • Degree in Monitoring and Evaluation, Statistics, Public Health, Social Sciences, Demography, Epidemiology, or any other related field.

  • A masters’ degree is an added advantage.

  • At least 3 years of experience in monitoring and evaluation of HIV programs

  • Experience with management information systems such as DHIS2 and DATIM

  • Experience in the development of indicators, target setting, analysis of data, and interpretation of results.


KNOWLEDGE, SKILLS AND ABILITIES

  • Sound knowledge and experience regarding M&E, statistics and quality assurance/quality improvement.

  • Sensitivity to cultural differences and understanding of the political and ethical issues in Zimbabwe.

  • Capacity to manage and build the capacity of district teams

  • Ability to manage tight deadlines and deliver results with minimal supervision.

  • High degree of proficiency in written and spoken English communication, including presentation and training skills

  • Ability to supervise staff.

  • High computer skills
