Property Management Officer

Midlands State University (MSU) is a leading institution of higher learning in Zimbabwe, committed to providing quality education, research, and community service.

We are seeking a highly motivated and experienced Property Management Officer to join our team and oversee the management and maintenance of our campus facilities. The Property Management Officer will be responsible for managing and maintaining MSU's campus facilities, including buildings, grounds, and equipment.

The successful candidate will participate in the development of annual plans for the university's property portfolio, analyse and negotiate short and long-term lease proposals, maintain accurate property records, and ensure that all tenants adhere to the terms and conditions of their leases.

You will also be responsible for conducting surveys on market rates, developing rental rate structures, and implementing cost-effective practices.

Duties and Responsibilities


  • Developing and implementing Standard Operating Procedures (SOPs) and Process Flow Charts for the Property Management unit

  • Maintaining accurate and auditable property records, in both hard and electronic format

  • Developing annual plans for the university's property portfolio, including property use and/or requirements, revenue projections, and cost-effectiveness studies

  • Analysing short and long-term lease proposals, negotiating and administering lease agreements, including renewals

  • Communicating terms and conditions of tenancy and ensuring that they are adhered to

  • Conducting surveys on market rates, developing rental rate structures, and implementing cost-effective practices

  • Stewarding the MSU brand and customer experience by regularly associating with tenants to ensure their satisfaction with amenities, building operations, leasing, and day-to-day management issues

  • Conducting room inventory checks and safety checks regularly to ensure buildings meet health and safety requirements

  • Ensuring that service providers for water, electricity, and internet are paid on time to avoid service interruptions

  • Coordinating essential services such as check-ins and checkouts of residents, housekeeping, grounds maintenance, waste management, and security of premises

  • Maintaining the fixed asset register by accurately tracking procurement, usage, depreciation, disposal, and replacement of equipment and utensils

  • Liaising with the Bursar’s and Procurement Departments on matters of procurement and stock management

  • Preparing accurate and auditable statistical records as well as periodic management reports

  • Performing other related work as required


Qualifications and Experience

  • A university degree in Hospitality, Management, Social Sciences, or equivalent

  • At least 2 years of relevant working experience

  • Basic knowledge of accounting principles

  • Advanced skills in MS Office (Word, Excel, PowerPoint, and Outlook) are a must

  • Good communication, sound judgement, and analytical skills

  • Ability to work under pressure and meet tight deadlines.
