The Procurement Regulatory Authority of Zimbabwe (PRAZ) is a government agency responsible for regulating and monitoring public procurement activities in Zimbabwe.

The Procurement Regulatory Authority of Zimbabwe (PRAZ) is seeking three highly skilled Monitoring and Evaluation Specialists to join their team.

Reporting to the Monitoring and Evaluation Manager, the Monitoring and Evaluation Specialist will be responsible for performing periodic and scheduled M&E audits/reviews of procuring entities and contracts, assessing compliance and procurement performance, and drafting non-compliance schedules and communication.

Duties and Responsibilities:


  • Perform periodic and scheduled M&E audits/reviews of procuring entities and contracts to assess adherence to standard public procurement rules, processes, and procedures, establish compliance with the Act, and provide recommendations in line with legislation where violations exist while addressing any identified risks and challenges

  • Review compliance and public procurement performance assessment results, leveraging both quantitative and qualitative techniques that lead to a broad view of non-compliance risk areas

  • Collect relevant and appropriate data to monitor and evaluate compliance and performance trends needed for effective procurement reviews and the overall M&E system, which is utilized in monitoring strengths, weaknesses, and gaps in public procurement and asset disposal

  • Assess procurement contracts to identify gaps and weaknesses in contractual provisions and draft recommendations in the development of better public procurement processes

  • Draft non-compliance schedules with regard to procurement reporting and draft non-compliance communication for Procuring Entities and bidders/contractors

  • Participate in the implementation of Divisional plans through adherence to set performance objectives and standards, aligning own actions with the defined culture for PRAZ

  • Apply approved monitoring and evaluation processes, systems, controls, and operating mechanisms, making recommendations for improvement where necessary. Provide comprehensive and concise data reports and narratives, including clear data visualizations for reporting

  • Draft and submit inputs into the monthly, quarterly, annual, and all other reports for and on the Division's performance

  • Identify and recommend innovative approaches and suggest targeted M&E metrics measurement systems to enable robust and targeted solutions

  • Assist in regular maintenance and application of the overall comprehensive monitoring evaluation framework, system, and tools to enhance governance and accountability

  • Keep up with data industry trends and maintain interactive monitoring and evaluation databases

  • Carry out any other duties as assigned by the supervisor


Qualifications and Experience:

  • Must have a Bachelor's Degree in a field related to data, such as procurement, monitoring and evaluation, accounting, auditing, law, commerce, social science, computer science, information technology, data science, or analytics, mathematics, statistics, from a recognized tertiary institution

  • ACCA, CA, CIPS, CA, CISA, CIA, CFE, or any other data or statistical analytics certification related to governance and regulatory compliance e.g., ACL, SPSS, STATA S, 'R', Stata, Survey solutions, CDS, CAP, CDMP, SAS

  • Must have a minimum of 5 years of working experience in audit, regulatory compliance, or monitoring and evaluation of procurement and other business processes and controls. One year must be in a supervisory position in a reputable institution

  • Experience in applying procurement concepts and laws, monitoring and evaluation regulatory compliance, legal codes, government regulations, and industry best practices

  • Proven technical excellence and ability to deliver the full cycle of project management, balance multiple projects, and other monitoring and evaluation responsibilities
