Procurement Management Unit (PMU) Officer

The Procurement Regulatory Authority of Zimbabwe (PRAZ) is a government agency responsible for regulating and monitoring public procurement activities in Zimbabwe.

The Procurement Regulatory Authority of Zimbabwe (PRAZ) is seeking a highly motivated Procurement Management Unit (PMU) Officer to join their team.

As a PMU Officer, you will be responsible for managing the procurement cycle and ensuring compliance with the Public Procurement and Disposal of Public Assets Act (PPDPA Act).

The PMU Officer will report to the PMU Manager and be responsible for managing the procurement cycle, preparing procurement plans and bidding documents, negotiating with suppliers, and producing relevant procurement reports.

Duties and Responsibilities:


  • Champion the formulation and implementation of procurement strategies in line with the Act

  • Prepare procurement plans in accordance with the PPDPA Act

  • Prepare bidding documents in accordance with the PPDPA Act

  • Manage the entire procurement cycle that includes bidding meetings, bidding evaluations, etc.

  • Supervise the Evaluation Committee, the opening of bids, and the adjudication process

  • Establish and negotiate contract terms and conditions and maintain supplier relationships

  • Negotiate with suppliers for favourable payment terms and delivery periods

  • Produce relevant procurement reports monthly, quarterly and biannual as required by the PPDPA Act

  • Develop effective relationships with suppliers and Procuring entities

  • Ensure procurement records such as pricing and their important data are maintained in accordance with regulations

  • Liaise with the Procurement manager on all procurement matters

  • Adhere to standard operating procedures and PPDPA Act and Regulations

  • Prepare and sort documents for data entry

  • Update and transfer data from paper formats into computer files or database systems

  • Verify and check data by comparing it to source documents to ensure the accuracy of the data

  • Retrieve data from databases or electronic files as required

  • Sort and organize paperwork after entering data to ensure data security

  • Provide regular and accurate data or statistics to Procurement Manager regarding applications

  • Resolve discrepancies in information and obtain further information for incomplete documents

  • Create data backups as part of a contingency plan


Qualifications and Experience:

  • Must have a Higher National Diploma (HND) or a relevant Degree in Procurement

  • Good appreciation of the PPDPA Act

  • Must have a minimum of 3 years working experience in a similar environment

  • An innately inquisitive nature and a robust personality

  • Analytical instinct

  • Excellent interpersonal skills and organizational skills

  • Possession of strong morals and ability to work under pressure
