Procurement Specialist X2
The Procurement Regulatory Authority of Zimbabwe (PRAZ) is seeking two highly motivated Procurement Specialists to join their team.
As a Procurement Specialist, you will be responsible for providing procurement support to stakeholders, researching and crafting technical guidelines, and ensuring compliance with the Public Procurement and Disposal of Public Assets Act (PPDPA Act).
The Procurement Regulatory Authority of Zimbabwe (PRAZ) is a government agency responsible for regulating and monitoring public procurement activities in Zimbabwe.
The Procurement Specialist will be responsible for managing procurement queries, providing secretarial services to the board, and assisting the Procurement Manager in researching and crafting technical guidelines.
Duties and Responsibilities:
- Undertake all procurement queries from stakeholders
- Conduct spoke cases for special procurement oversight committee
- Provide secretarial services to the board
- Assist the Procurement Manager in researching and crafting technical guidelines
- Assist the development and implementation of transparent and equitable registration of bidders
- Gather information for compilation of drafts monthly and quarterly reports and submit to Procurement Manager for review
- Assist in the development of departmental budgets ensuring that all procurement costs are accurately incorporated
- Ensure that Public Procurement and Disposal of Public Assets is effected in a manner that is transparent, fair, honest, cost-effective, competitive, and in compliance with the PPDPA Act through reviewing procurement processes and supervising procuring entities and the public procurement systems
- Issue technical guidelines and instructions regarding the implementation of the PPDPA Act
- Develop and implement a transparent and equitable framework for the registration of bidders or contractors
- Prepare standard documents to be used in public procurement processes
- Give advice and assist the procuring entities without limiting their responsibilities on procurement technical issues
- Develop and advise the Government on ways in which the environmental, social, and economic policies of Zimbabwe, including those designed for economic empowerment and domestic preferences, may be implemented through public procurement
- Comply with Public Procurement and Disposal of Public Assets (PPDPA) Act (Chapter 22:23)
- Exercise any other function conferred or imposed on the unit by or under the Act by the Accounting officer
- Review tenders submitted for SPOC review in line with section 54 of the PPDPA Act
- Review and issue technical guidance to queries and requests from procuring entities
- Review, approve, and gazette suppliers
- Prepare procurement plans, monthly returns, quarterly returns, and annual returns in line with the PPDPA Act and M and E guidelines
- Prepare departmental weekly, quarterly, and annual operations reports
- Assist in the research, design, and crafting of technical guidelines and operational instructions issued to PEs
- Assist in the development and implementation of a procurement audit system for procuring entities
- Undertake fieldwork assignments for procuring activities with regards to research and data collection
- Carry out any other duties as assigned by the Procurement Manager
- Decide tenders that proceed for review by the SPOC and those that should be returned to the Procuring entity
- Decide the procurement process to be carried out in the procurement of the requirements for the authority
Qualifications and Experience:
- Must have a Higher National Diploma (HND) or a relevant Degree in Procurement
- Good appreciation of the PPDPA Act
- Must have a minimum of three years working experience in a similar environment
- An innately inquisitive and robust personality
- Analytical instinct
- Excellent interpersonal skills and organizational skills
- A possessor of strong morals and ability to work under pressure
