Assistant Finance Officer

Norwegian People's Aid is seeking an experienced and professional Assistant Finance Officer to join its dynamic team in Harare, Zimbabwe. The successful candidate will play a crucial role in ensuring financial control, compliance with policies and regulations, and providing support to the Finance Manager.

This position requires attention to detail, a strong understanding of financial management, and the ability to work effectively in a fast-paced environment.

Duties and Responsibilities:


  • Assist the Finance Manager in ensuring quality assurance of accounting and financial control, adhering to Norwegian People's Aid policies, regulations, and anti-corruption guidelines.

  • Conduct day-to-day bookkeeping and administrative operations for the Harare office.

  • Process bank payments to suppliers and service providers.

  • Review payment requests for authorization, coding accuracy, and adherence to the budget.

  • Prepare vouchers and accurately record transactions in Agresso on a daily basis.

  • Perform cash counts, prepare bank and cash reconciliations within set deadlines.

  • Maintain an advance register to track staff advances.

  • Support the Finance Manager in managing cash flow and ensuring sufficient funds for activities.

  • Assist in program budget preparations and provide timely budget versus actual reports for effective budget follow-up.

  • Prepare monthly, quarterly, and annual reports as per Norwegian People's Aid and donor requirements.

  • Assist with procurement and logistics duties for the office.

  • Maintain inventory and fixed asset register.

  • Monitor vehicle log books and prepare monthly fuel consumption analysis reports.

  • Ensure accurate staff attendance records and maintain a record of staff leave days.

  • Ensure timely payments of statutory obligations and submission of returns.

  • Prepare monthly payroll using Belina software.

  • Assist in financial capacity assessments and review of NPA's partners' financial systems and budgets.

  • Monitor partner budgets, expenditure, and audits.

  • Take minutes during meetings when requested.

  • Accurately and timely file finance and administration documents.

  • Perform any other tasks or duties assigned by the Finance Manager.


Qualifications and Experience:

  • Professional certification in Accounting (ACCA, CIMA, or CPA) or academic degree in accounting and/or financial management.

  • At least 2 years of experience, with a successful track record in finance, preferably in an international NGO or similar organization.

  • Knowledge and experience managing funds from NMFA, NORAD, SWISS, EU is preferred.

  • Previous experience in partner financial monitoring and compliance is an added advantage.

  • Possession of a clean Class 4 driver's license.

  • Proficiency in MS Office packages.

  • Experience working with Agresso Software package or any other cloud-based accounting software is an added advantage.

  • Knowledge or appreciation of Zimbabwe's financial context, economic and social trends, and key statutory requirements.

  • Ability and willingness to travel regularly, sometimes at short notice.
