Air Accidents and Incidents Investigation Officer X3 - Public Service Commission

The Public Service Commission is inviting applications to fill the following vacant posts in the Ministry of Transport and Infrastructural Development: Air Accident and Incidents Investigation Department.


Air Accidents and Incidents Investigation Officer reports to the Deputy Chief Investigator of Accidents and Incident Investigations. The incumbent will contribute to the development and review of aviation laws, regulations and policies regarding accidents and incidents investigations in line with the Ministry’s mandate, Strategic plan and national development imperatives.


JOB TITLE: AIR ACCIDENTS AND INCIDENTS INVESTIGATION OFFICER.

GRADE : D3/D5/E2 –E4

REPORTS TO: DEPUTY CHIEF INVESTIGATOR, ACCIDENTS AND INCIDENTS INVESTIGATIONS

DEPARTMENT: AIR ACCIDENTS AND INCIDENTS INVESTIGATION.

MINISTRY: TRANSPORT AND INFRASTRUCTURAL DEVELOPMENT.

STATION: HEAD OFFICE


DUTIES AND RESPONSIBILITIES



  • Contribute to the development and review of aviation laws, regulations and policies regarding accidents and incidents investigations in line with the Ministry’s mandate, Strategic plan and national development imperatives.

  • Participate in the monitoring of operational policies regarding accidents and incidents investigations.

  • Conduct reviews of scenes of aviation incident/accidents.

  • Investigate the causes of faults and other related issues surrounding an aviation accident or incident.

  • Provide for the implementation of the safety programs/measures recommended following investigations.

  • Participate in the evaluation of the safety programs recommended following the investigation of incidents/accidents.

  • Participate in the evaluation of safety training programmes and plans.

  • Monitor the incident/accident reporting system continuously to ensure it remains non-punitive and protective of sources of information.

  • Contribute to the management of an incident/accidents investigation and reporting database to facilitate the maintenance of relevant records and the production of regular reports.


QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES



  • A degree in Aviation Operations/ Management or equivalent and at least three Aircraft Accident Investigation Specialised courses

  • At least three (3) years relevant experience in the aviation industry.

  • Knowledge of aviation engineering theory and practice as evidenced by advanced or extensive aviation engineering experience.

  • Knowledge of maintenance and inspection standards, practices and procedures applicable to aircraft turbine power plants and related systems used in the transport category aircraft.

  • Knowledge of the commercial airline industry as evidenced by certification and work experience as a commercial or airline Transport Pilot, Flight Engineer and or Airframe and Power plant Mechanic.

  • Ability to conduct accident /incident investigations or failure analysis of turbine aircraft Engines and related aircraft systems.

  • Ability to communicate with a broad spectrum of stakeholders

  • Ability to employ information communication technology in the management of aviation accidents and incidents investigations.
