Investigation Officer: Hazard Reporting – Public Service Commission

The Public Service Commission is inviting applications to fill the following vacant posts in the Ministry of Transport and Infrastructural Development: Air Accident and Incidents Investigation Department.


Investigation Officer: Hazard Reporting reports to the Deputy Chief Investigator of Accidents and Incident Safety Information. The incumbent will contribute to the development of aviation laws, regulations and policies necessary in the management of aviation accidents and incidents in line with the Ministry’s mandate, Strategic plan and national development imperatives.

REPORTS TO: DEPUTY CHIEF INVESTIGATOR, AIR ACCIDENTS AND INCIDENT SAFETY INFORMATION

DUTIES AND RESPONSIBILITIES



  • Contribute to the development of aviation laws, regulations and policies necessary in the management of aviation accidents and incidents in line with the Ministry’s mandate, Strategic plan and national development imperatives.

  • Implement operational policies and recommendations regarding accidents and incidents investigations.

  • Investigate incidents to facilitate collection of information on actual or potential safety deficiencies.

  • Participate in the enforcement of preventative actions required to address, actual or potential safety deficiencies.

  • Monitor voluntary incident reporting systems and ensure it remains non-punitive and sources protective.

  • Provide for the implementation of safety information sharing networks among users of the aviation system and facilitate free exchange of information on actual and potential safety deficiencies.

  • Facilitate relevant medical investigations of fatal and nonfatal aircraft accidents to determine the relationship of medical, toxicological, and other human factors to accident cause, and / or aircraft design, and to crash injury and survival.

  • Make recommendations on the review of International Civil Aviation Organization (ICAO) Continuous Monitoring Approach (CMA) Online Framework regarding Zimbabwe Aviation primary and secondary aviation legislation for Aircraft Accident and Incident Investigations regarding ICAO Convention on International Civil Aviation, Standards and Recommended Practices compliance status and proposing applicable mechanisms.

  • Contribute to the management of an incident/accidents investigation and reporting database to facilitate the maintenance of aviation hazards records and the development of related reports.

  • Develop investigation reports on potential hazards in the aviation field


QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES



  • A degree in Aviation Operations/ Management or equivalent and at least three Aircraft Accident Investigation Specialised courses

  • Commercial Pilots license.

  • Aircraft Apprenticeship Completion Certificate or equivalent.

  • At least three (3) years relevant experience in the aviation industry.

  • Ability to communicate with a broad spectrum of stakeholders

  • Ability to employ information communication technology in the development of aviation hazards reports.
