Technical Director

Tel One is a leading telecommunications service provider in Zimbabwe, offering a wide range of services to residential, business, and government customers. Tel One's services include voice, data, and internet services, as well as value-added services such as cloud computing, managed services, and digital TV.

We are seeking an experienced Technical Director to lead our technical operations, drive innovation, and ensure the delivery of high-quality and reliable telecommunications services to our customers.

The Technical Director will be responsible for contributing to the development and implementation of TelOne's Network Infrastructure and Technology business strategy, managing technical and information systems strategy, network planning and development strategy, and organizational change and performance management. The Technical Director will also be responsible for human capital management, including people management and development.

Key responsibilities of the Technical Director include:

Strategic Planning:


  • Contribute to the overall company strategy and policy-making by advising management and the Board on the technical implications of its decisions.

  • Formulate strategic plans for the division by setting out the department's vision, mission, and objectives.

  • Plan and direct all aspects of technical activities and ensure all projects, initiatives, and processes are in conformance with the organization's objectives and policy frameworks.

  • Review technical policies and strategies in line with TelOne's mission based on the business plans and economic environment.

  • Scan the operating environment and develop technical business strategies that mitigate threats and take advantage of opportunities.

  • Provide strategic technical directions on business decisions during the execution of specific projects.


Management of Technical and Information Systems Strategy:

  • Provide direction to the technical teams in identifying and resolving technical and information systems issues and seek opportunities for continuous improvements.

  • Define technical issues requiring policy decisions and propose solutions to the Chief Operations Officer and relevant management committees.

  • Coordinate and recommend the development and implementation of network infrastructure and technology development plans to the Executive Management annually.

  • Coordinate formulation of capital budgets for the planning, acquisition, construction, installation, and commissioning of the TelOne network elements to deliver but not limited to voice, data, digital, and business support solutions annually.

  • Monitor ICT industry and global trends to identify and exploit technological opportunities that create competitive advantage through disruptive solutions developments.

  • Formulate plans and budgets for the operations and maintenance of the TelOne network to meet customer needs, grow and retain revenues continuously.

  • Formulate strategies to exploit opportunities given available strengths and propose mitigatory measures for weaknesses and threats identified.


Network Planning & Development Strategy:

  • Define and develop the technology roadmap for the organization.

  • Coordinate and recommend to the Executive Committee planning and implementation of network development project plans annually.

  • Plan and formulate aspects of planning and development proposals such as the objective of the project, applications that can be utilized from findings, costs of the project, and equipment and human resource requirements.

  • Coordinate and administer the planning, development, construction, operation, and maintenance of all telecommunication networks and information systems in line with global trends.

  • Coordinate the planning and development of alternative ICT technical solutions that meet client satisfaction requirements.


Organizational Change & Performance Management:

  • Develop a performance management framework to ensure that Technical Divisional employees deliver against the set performance indicators and service standards.

  • Engage and introduce actions that redesign Technical organizational structure, processes, and systems.

  • Cascade performance objectives to all subordinates and review performance to meet key business objectives of revenue generation, revenue retention, profitability, and customer satisfaction as and when necessary.

  • Challenge existing Technical business frameworks and assumptions to achieve desired outcomes.

  • Drive change through an understanding of key internal and external stakeholders, changing business environment, and key market drivers.

  • Take a leading role in maintaining client satisfaction in ensuring service standards are achieved and exceeded.

  • Build teams and identify champions to energize and reinforce desired change. Capital Management:

  • Undertake all aspects of people management and development including monitoring and addressing performance standards.

  • Participate in the recruitment and selection of key and strategic team players.

  • Undertake people management-related activities in accordance with TelOne's Human Resources Policies and Procedures.


Qualifications / Experience:

  • Telecommunications/Electronic/Computer Science or Engineering Degree or equivalent.

  • Post Graduate qualification MBA/MBL is an added advantage.

  • 8 years of hands-on experience at the senior Management Level with 3 years in the ICT environment.
