RURAL INFRASTRUCTURE DEVELOPMENT AGENCY


The Rural Infrastructure Development Agency (RIDA) is a government agency established to improve the infrastructure in rural areas. Our goal is to reduce poverty and increase economic growth in rural areas through infrastructure development.

RIDA is looking for a motivated and experienced Deputy Director Human Resources to join the Agency's dynamic team and support the Director in planning, implementing, directing, and managing all functions and resources of the department. The successful candidate will assist in leading the department for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances, and other human resources actions.

The Deputy Director Human Resources will also develop and administer the department budget, implement and evaluate staff department policies, projects, and programs, and maintain professional knowledge through attending seminars, reviewing professional publications, and participating in professional organizations.

Duties and Responsibilities:

  • Assist the Director in planning, implementing, directing, and managing all functions and resources of the department

  • Assist the Director with implementing the department vision and assists in leading the department for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, investigating and resolving grievances, and other human resources actions

  • Develop and administer the department budget with staff assistance

  • Implement and evaluate staff department policies, projects, and programs

  • Maintain professional knowledge through attending seminars, reviewing professional publications, and participating in professional organizations

  • Interpret policies and provide advice and assistance to departments, employees, and Human Resources Department staff in regard to employment law, Agency rules, human resources policies, and procedural implementation

  • Assist with and provide recommendations on day-to-day activities under the Human resources department such as Employee transfers, leave approvals, Pensions and Benefits schemes, and the running of other employee programs in existence

  • Coordinate the employee grievance process and assist in the resolution of equal employment opportunity complains

  • Assist the Director in the development of policies and procedures, and reviews and recommends revisions and amendments to the Agency’s employee regulations and policies pertaining to Human Resource functions

  • Propose appropriate staff establishments manning levels for the Department to the Director for consideration by the Chief Director and for approval by the Director General.


Qualifications:

  • Degree in Human Resources Management, Occupational/Organisational Psychology, Social Science degree with a bias in Human Resources Management

  • At least 2 years of relevant professional experience in the human resources management field, a high degree of maturity, self-discipline, initiative, and creativity.
