Procurement Manager

The Procurement Regulatory Authority of Zimbabwe (PRAZ) is a government agency responsible for regulating and monitoring public procurement activities in Zimbabwe.

PRAZ is seeking a highly skilled Procurement Manager to join their Operations Department.

The Procurement Manager will ensure compliance with the Public Procurement and Disposal of Public Assets (PPDPA) Act (Chapter 22;23) on all matters, supervise the review process of tenders, provide secretarial services to the Special Procurement Oversight Committee (SPOC), and manage all procurement activities of the Authority.

Duties and Responsibilities:


  • Ensure compliance with the Public Procurement and Disposal of Public Assets (PPDPA) Act {Chapter 22;23) on all matters

  • Supervise the review process of tenders that will be submitted in the Special Procurement Oversight Committee (SPOC)

  • Recommend necessary changes that need to be done in the procurement law as well as issuing circulars

  • Provide secretarial services to the SPOC

  • Ensure the public procurement and Disposal of Public Asses is effected in a manner that is transparent, fair, honest, cost-effective, competitive, and in compliance with PPDPA Act through reviewing procurement processes

  • Supervise procuring entities and the public procurement system in order to secure compliance with the Act through registration of procurement entities and providing secretarial to SPOC

  • Issue technical guidelines and instructions regarding the implementation of the PPDPA Act

  • Oversee the development and implementation of a transparent and equitable framework for the registration of bidders or contractors

  • Review the development of standard documents to be used in public procurement

  • Give advice and assistance to all procuring entities without limiting their responsibilities on procurement technical issues

  • Develop and advise the Government on ways in which the environmental social and economic policies of Zimbabwe, including those designed for economic empowerment and domestic preferences, may be implemented through public procurement (issues to do with green procurement, use of renewable resources, and sustainable procurement)

  • Manage all procurement activities of the Authority

  • Exercise any other function conferred or imposed on the unit by or under the Act or by the Accounting Officer

  • Supervise Procurement Officers

  • Supervise the reviewal process of Authorisation to conduct procurement for all procurement entities

  • Supervise the review process of tenders that are submitted for SPOC review in line with Section 54 of the PPDPA Act

  • Provide Technical guidance and assistance to procuring entities without limiting their responsibilities on procurement technical issues

  • Supervise the review process of Exemptions from following normal tender procedures for entities operating in competitive environments

  • Supervise the review of coordination requests by Accounting Officers who would have violated specific provision of the Act

  • Supervise the review of standing lists requested by Accounting Officers

  • Supervise the registration of Approved Suppliers and ensure that the process of registration improves the ease of doing business of suppliers in Zimbabwe

  • Assist the legal department of PRAZ in responding to all legal matters that involve public procurement to PRAZ's stakeholders

  • Assist the capacity Building department by aiding clarification of technical challenges that procuring entities face daily

  • Supervise PRAZ's PMU by ensuring that all goods and services are procured in line with the PPDPA Act

  • Prepare procurement plans, monthly returns, quarterly returns, and annual returns in line with PPDPA Act and M & E guidelines

  • Prepare departmental weekly, quarterly, and annual operational reports

  • Oversee the development and improvement of standard bidding documents for use by all procuring entities in view of the ever-changing economic environment

  • Carry out any other duties as assigned by the Operations Director


Qualifications and Experience:

  • BSc Procurement/ Purchasing and Supply, Supply Chain Management, Economics

  • CIPS professional Diploma

  • Must have a minimum of 5 years working experience in a Procurement environment.
