Investigator of Accidents. The incumbent will participate in the development and implementation of

accidents and safety information operational/standard policies, programs and guidelines in line with the

Ministry’s mandate, Strategic plan as well as national development imperatives.

REPORTS TO : CHIEF INVESTIGATOR OF AIR ACCIDENTS

DEPARTMENT : AIR ACCIDENTS AND INCIDENTS INVESTIGATION.

MINISTRY : TRANSPORT AND INFRASTRUCTURAL DEVELOPMENT.

DUTIES AND RESPONSIBILITIES



  • Participate in the development and implementation of accidents and safety information operational/standard policies, programs and guidelines in line with the Ministry’s mandate, Strategic plan as well as national development imperatives.

  • Contribute to the amendment of laws, regulations and policies that affect aviation safety.

  • Coordinate the collection of information on actual or potential safety deficiencies as mandatory incident reporting system will be implemented.

  • Manage data on safety deficiencies during implementation of the voluntary incident reporting system that may not be captured by the mandatory incident reporting system.

  • Contribute to the review of International Civil Aviation Organization (ICAO), Continuous Monitoring Approach (CMA) Online framework (OF) regarding Zimbabwe.

  • Participate in the review of monitoring mechanisms for Zimbabwe’s primary and secondary aviation legislation for Aircraft Accident and Incident Investigations and safety information management

  • Contribute to the adoption and customisation of ICAO Convention on International Civil Aviation, Standards and best practices on safety mechanism and reporting

  • Coordinate the development and management of occurrence investigations reporting and safety information management procedures.

  • Maintain a non- punitive voluntary incident reporting system that affords protection to the sources

    of the information.

  • Contribute to the development and management of training programmes and plans for investigations and safety information reporting

  • Manage the establishment and maintenance of a safety database for effective analysis of safety related information on actual or potential safety deficiencies

  • Participate in the development of budgets and funding strategies for materials, equipment and services required for aviation safety information management

  • Coordinate the compilation of monthly, quarterly and annual reports.


QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES



  • A degree in Aviation Operations/ Management or equivalent and at least three Aircraft Accident Investigation Specialised courses.

  • An Administration Degree is an added advantage.

  • At least six (6) years relevant experience in the aviation industry.

  • Licensed aircraft maintenance Engineer/Pilot.

  • Specialised experience that includes knowledge of aviation accident investigation legislation, regulations procedures, practices, and technique.

  • Specialised experience that includes knowledge of aviation accident investigation legislation, regulations procedures, practices, and technique.

  • Knowledge of Public Service Regulations and Procedures.

  • Ability to communicate with a broad spectrum of stakeholders

  • Ability to employ information communication technology in the management of safety information on aviation accidents/incidents investigation
