Deputy Chief Investigator: Accidents and Incidents Investigations

The Public Service Commission is inviting applications to fill the following vacant posts in the Ministry of Transport and Infrastructural Development: Air Accident and Incidents Investigation Department.


Deputy Chief Investigator, Accidents and Incidents Investigations reports to the Chief Investigator of Accidents. The incumbent will participate in the development and implementation of accidents and incidents investigations operational safety policies and guidelines in line with the Ministry’s mandate, Strategic plan and national development imperatives.

REPORTS TO: CHIEF INVESTIGATOR OF ACCIDENTS

DEPARTMENT: AIR ACCIDENTS AND INCIDENTS INVESTIGATION.

MINISTRY: TRANSPORT AND INFRASTRUCTURAL DEVELOPMENT.

STATION: HEAD OFFICE


DUTIES AND RESPONSIBILITIES



  • Participate in the development and implementation of accidents and incidents investigations operational safety policies and guidelines in line with the Ministry’s mandate, Strategic plan and national development imperatives.

  • Contribute to the review of International Civil Aviation Organization (ICAO), Continuous Monitoring Approach (CMA) Online framework (OF) regarding Zimbabwe.

  • Participate in the development of legislation and policies for Aircraft Accident and Investigations.

  • Facilitate the adoption and customisation of International Civil Aviation Organization Conventions on International Civil Aviation, Standards and best practices on aviation safety.

  • Oversee accident victim relief programs mechanisms approved by applicable authorities for all airlines operating within, to and from Zimbabwe.

  • Manage the implementation of applicable occurrence investigations procedures and checklists, safety recommendations and recording responses.

  • Facilitate the establishment of the surveillance and safety oversight accident victim relief programs mechanisms for the Civil Aviation Authority of Zimbabwe.

  • Coordinate the development and management of training programmes and plans for Investigators and manage their implementation.

  • Contribute to the establishment and management exercises that ascertain Zimbabwe’s preparedness to handle major accidents.

  • Coordinate the establishment and management of systems that certify that all notified aviation occurrences in the country are investigated.

  • Participate in the development of budgets and funding strategies for materials, equipment and services required in the investigation of aviation accidents and incidents.

  • Facilitate technical input into the procurement of services and the acquisition, use and maintenance of equipment and facilities for aviation accidents and incidents investigations.

  • Contribute to the management of an incident/accidents investigation and reporting database to facilitate the maintenance of aviation accidents/incidents records and the development of related reports.

  • Coordinate the compilation of monthly, quarterly and annual reports.


QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES



  • A degree in Aviation Operations/ Management or equivalent and at least three Aircraft Accident Investigation Specialised courses.

  • An Administration Degree is an added advantage.

  • At least six (6) years relevant experience in the aviation industry.

  • Licensed aircraft maintenance Engineer/Pilot.

  • Specialised experience that includes knowledge of aviation accident investigation legislation, regulations procedures, practices, and technique.

  • Ability to communicate with a broad spectrum of stakeholders

  • Ability to employ information communication technology in the management of aviation accidents/incidents investigation.
